Air source heat pump. two port valves

Customer has air source heat pump. Water circulates through outside unit and low loss header using one circulating pump.
A separate circulation pump takes water from low loss header and circulates through rads. The pumps are not linked and operate separately. Because of delayed start/shutdown of heat pump, water is circulating through rads prior to heat pump start up and when heat pump gets going it runs on burning Kw when circulation through rads has stopped.
I am reluctant to change what has previously been set up but linking the pumps to run together seems sensible.
Advice please.

So the pump from heat pump to header is generating flow to radiators?
Cant it be turned down, pump speed I mean.
